As said on the official Google blog, the application was previously tested in the Philippines and saved up to 30% of data on local mobile plans. The developer has decided to make it available all over the world, for all Android smartphones under 5.0 Lollipop and more.

One could say that Android 8.0 Oreo already offers some control of the data, but this application is much more precise.
